Initiative to Support Implementation of State Program for Socio-economic Development of
the Regions of Azerbaijan densely inhabited by IDPs/Refugees
Global Economic Researches Center (GERC) and Danish Refugee Council (DRC) jointly prepared concept paper to the Ministry of Economic Development. The project is planned to be implemented jointly by GERC and DRC in close cooperation with the Government of Azerbaijan within the State Program for Socio-economic development of the Regions of Azerbaijan(2004-2008)” (SPSEDRA) .
The goal of the project is to improve socio-economic conditions of IDPs/Refugees and other conflict affected local people residing in ten districts of the Yukhari Garabagh and Aran Economic regions through support/facilitation to implement the State Program for Socio-Economic Development of Economic Regions of Azerbaijan. Objectives:
1. To promote entrepreneurship in the regions trough training and consultation of entrepreneurs operating in Agjabadi and districts around of it--Barda, Tartar, Agdam, Fizuli, Khojavend, Beylagan, Imishli, Saatli and Sabirabad via Business Training Center and branches, and by means of training to achieve solution of their problems, and to improve living standards and business activity of IDPs/Refugees and other conflict affected local people living in the region through involving them to the vocational training courses;
2. To reduce unemployment among IDPs/Refugees and other conflict affected local people in 10 districts by establishment/rehabilitation small-scale enterprises and creation jobs for small businesses via credit and soft loans by the end of 2008;
3. To improve living standards and access to better infrastructure of IDPs and other conflict affected local people via rehabilitating /constructing health and education facilities, internal roads of communities and building artesian wells via involving additional support partners and contribution by community and local municipalities during the project period;
4. To establish pilot business projects in 10 districts on agriculture and processing with the purpose to disseminate among entrepreneur s new products, production technology, financial and administrative management methods, new field of activities and methods of organization of them, at the same time to reduce unemployment among target people
